I would appreciate it if someone would explain how Fischer's contract
affects the Wings cap at this time (if at all). I have seen where he still
has some kind of status with the team indicative of numbers but nothing
definitive.

Close. But not quite.

He counted against the cap. But the Wings were allowed to go over the
cap by up to the difference between the amount of his contract and the
Wings' remaining cap room.
