According to the washington Capitals website:
"Alexander Ovechkin, the Capitals first-round selection, first
overall, in last year’s NHL Entry Draft, has signed a one-year
agreement with Avangard Omsk of the Russian Super League, it was
reported today. His former team, Dynamo Moscow, matched Omsk’s
offer and the matter is going to arbitration.

The deal includes the ability for Ovechkin to opt out of the
contract to sign with the Capitals by July 20. NHL rules prohibit
the Capitals from negotiating with the 6’2”, 212-pound left wing
until a new collective bargaining agreement is reached."

What happens if there's no CBA before Wednesday the 20th?

Most people know this already but he has decided to play for the Cap's and
opted out of his OMSK contract.
