As much as I hate to say it, Burke is absolutely right to be fumed
with Lowe. He is gutless.

How so? Vancouver made an offer to a RFA this year, and St Louis matched.
Nobody is calling (place post on hold while we search the internet for who
the hell is Vancouver's current GM - ah there we go) Mike Gillis gutless.

What Lowe did was within the rules. And he didn't cause this
money-chucking-like-there's-no-tomorrow phenomenon, it was well underway
last year when he sent the offer to Penner.

Lowe was the one who opened up the use of this rule in a way that I
thought was kinda unfriendly towards other gm's and as such I can
understand why a gm (especially for that particular team) can and
would be upset. Should he be dissing him in the media? No. And I
believe he should be fined. I am not sure who could fine him, but I
think it is worse than criticizing the reffing.
