Do referrees answer to anybody?

Post subject: Do referrees answer to anybody?

They missed a hit from behind, resulting in a mini-brawl. Avery got
an instigator penalty for helping out. Later, they missed another hit
from behing (I think it was Orr), but there was no penalty to the guy
who jumped him. That hit on Prucha looked to me to be about neck or
head high. He fell like the crooks in Home Alone, but no penalty.
Then they call a penalty for tapping someone on the thigh or elbow
with a stick. Where's the consistency?

They're consistently inconsistent.

They only answer to Sid Crosby and Lou Lamierello.
